1. The Points Series Guideline applies to the following Sask
Cup Series:
(a) the
Sask Cup Cyclo-Cross Series;
(b)
the Sask Cup Road Race Series;
(c) the
Sask Cup Mountain Bike Series; and
(d) the
Inter Club Point Series.
2. These guidelines do not provide an avenue for protest against commissaire decisions at the Sask Cup races.
3. The Saskatchewan Cycling Association (referred to as the SCA in
this document) shall establish and maintain Points Series Standings for each
of the following Series:
(a) the Sask Cup Mountain Bike Series;
(b) the
Sask Cup Road Race Series;
(c) the
Sask Cup Cyclo-Cross Series; and
(d) the
Interclub Points Series.
Points Awarded to Licensed Saskatchewan Riders
4.(1) Subject to Subrule 4(2), Cup Series Points shall only be awarded
to a rider who has been issued a Saskatchewan Race License.
(2) No points shall be awarded to a rider who competes in a race with a
One-Day Saskatchewan Race License or in the citizen category of a mountain bike
race
5.(1) Subject to Rule 9, the SCA Development Committee shall be responsible for the administration of The Points Series Guideline.
(2) The Development Committee shall be responsible
for:
(a) the
interpretation of any Rule contained in The Points Series Guideline;
(b) the
resolution of any dispute arising with respect to The Points Series Guideline;
(c) the
amendment of any Rule in The Points Series Guideline;
(d) the
addition of any Rule to The Points Series Guideline; and
(e) the
removal of any Rule from The Points Series Guideline.
6.(1) Any SCA member may submit a request to the Development Committee to resolve a dispute with respect to the Points Series.
(2) Where a request to resolve a dispute with respect to the Points Series has been submitted to the Development Committee, the Development Committee shall resolve such dispute in any manner it sees fit.
7.(1) Any SCA member may submit a request to the Development Committee for a clarification of the Points Series.
(2) Where a request for a clarification of the Points Series has been submitted to the Development Committee, the Development Committee shall provide a written clarification and may publish its written clarification in any manner it sees fit.
8.(1) For the purposes of carrying out its duties pursuant to Rule 5, Rule 6, and Rule 7, the Development Committee may, in its absolute discretion, take into consideration:
(a) past practice with respect to the administration of the Points Series; and
(b) any other consideration which, in the opinion of the Development Committee, is a relevant consideration with respect to the administration of The Points Series Guideline.
9.(1) Notwithstanding anything in this PART, clerical errors, including, but not limited to, mathematical errors in the calculation of the Points Series Standings may be corrected by the Executive Director of the SCA or by any person assigned the task of calculating the Points Series Standings by the SCA.
(2) Any SCA member alleging that a clerical error in the calculation of the Points Series Standings has occurred may forward a request to the Executive Director of the SCA to review whether a clerical error has occurred.
(3) Where a request has been sent to the Executive
Director pursuant to Subrule 9(2), the Executive Director or any person assigned
the task of calculating the Points Series Standings shall:
(a) undertake to determine whether a clerical error has occurred; and
(b) where
a clerical error has occurred, make any necessary corrections to the Points
Series Standings.
Minimum of One Point Awarded for Completed Race
10.Every rider who completes a race in any Sask Cup Series shall receive a minimum of one (1) Cup Series Point.
Award of Zero Points
11. A rider shall be awarded zero (0) Cup Series
Points for a race in any Sask Cup Series if:
(a)
the rider receives a Did Not Start;
or
(b)
the rider receives a Did Not Finish;
or
(c) for any other reason, the rider does not complete
the race.
Points Non-Transferable
12. Cup Series Points awarded to a rider in a category in any Sask Cup Series may not be transferred to any other category.
PART IV MOUNTAIN BIKE SERIES
Cup Series Eligible Categories
13. Cup Series Points shall be awarded in the following eligible categories:

Points Awarded in a Mountain Bike Stage Race
16. (1) In a Mountain Bike Stage Race, a rider must start each stage of the Mountain Bike Stage Race to receive Cup Series Points.
(2) In a Mountain Bike Stage Race, Cup Series Points are only awarded for the Cross-Country Stage.
Cup Series Eligible Categories
17. Cup Series Points shall be awarded in the following eligible categories:
a)
Category1/2 Male;
b)
Category 3 Male;
c)
Category 4 Male;
d)
Category 5 Male;
e)
Category 4 Women;
f)
Category 5 Women
g) Category 6 Open (ages 15 and older)
h) Category 6 Youth (ages 14 and younger)
Cup Series Points Awarded in Designated Category
18. (1) A rider is awarded Cup Series Points for a race in the rider’s Designated Category stated on the rider’s Saskatchewan Race License.
(2) Subject to Subrule 18(3), where a rider competes in a category different from the rider’s Designated Category, the rider is awarded Cup Series Points in the category in which the rider competes.
(3) Where a rider’s Designated Category is combined with another category or other categories in a race and the rider competes in the combined category, a rider is awarded Cup Series Points for the race in the rider’s Designated Category.
(4) The Provincial Road Race, the Provincial 15K and 40K Individual Time Trial and the Provincial Criterium will not be included in the Sask Cup Point series.
19. A rider is awarded Cup Series Points for a race in accordance with the following tables:

20. (1) In a Road Race or Criterium, Cup Series Points are awarded in equal shares to all riders who receive a pack time.
(2) For the purposes of awarding Cup Series Points pursuant to Subrule 20(1), the points awarded to a rider with a pack time are determined by dividing the total available Cup Series Points for all riders receiving the pack time by the total number of riders receiving that pack time.
(3) Notwithstanding Subrule 20(1) and Subrule 20(2), any rider with a pack time who receives a separate placing from other riders receiving the same pack time is awarded a separate amount of Cup Series Points.
21. Where a tie cannot be broken in a Time Trial and, as a result, two or more riders receive the same time and the same placing, Cup Series Points are awarded in accordance with the provisions for the calculation of Cup Series Points in Subrule 19(1) and Subrule 19(2).
22. (1) In a Stage Race, Cup Series Points are awarded to a rider for each stage completed by the rider.
(2) Where a rider does not start every stage of a Stage Race, Cup Series Points are awarded to the rider for each stage completed by the rider.
(3) A rider’s Cup Series Points for a Stage Race are the total cumulative points awarded for all of the stages.

23. Cup Series Points shall be awarded in the
following eligible categories:
a)

PART VII SERIES WINNERS
Series Winner
25 (1) A Series Winner shall be declared in each eligible category for all of the Sask Cup Series.
(2) A Series Winner in an eligible category in the Sask Cup Mountain Bike Series is the rider with the highest total cumulative Cup Series Points to be calculated by totalling each rider’s Cup Series Points based on each rider’s four (4) highest scoring Sask Cup Mountain Bike Races.
(3) A Series Winner in an eligible category in the Sask Cup Road Race Series is the rider with the highest total cumulative Cup Series Points to be calculated by totalling each rider’s Cup Series Points based on each rider’s four (4) highest scoring Sask Cup Road Races (in the case of a Stage race, that event is consider one (1) start).
(4) A Series Winner in an eligible category in the Sask Cup Cyclo-Cross Series is the rider with the highest total cumulative Cup Series Points to be calculated by totalling each rider’s Cup Series Points based on each rider’s six (6) highest scoring Sask Cup Cyclo-Cross Races.
(5) In order that a rider may be declared a Series Winner, the rider must start a minimum of: Four (4) SaskCup Road or Mounatin Bike Races and six (6) Cyclo Cross to win a SaskCup Points Series. In the case of a Stage race, that event is considered one (1) start.
(6) In the event of a tie with any medal placing in the Series (gold, silver, bronze), the tiebreaker will be the higher placing at the Provincial Race. For Road Racing the tie breaking race is deemed to be the 1st road race the tied racers competed against.
Series Winner Must Start Provincial Race in the Mountain Bike and Cyclo-cross series
26. (1) Subject to Subrule 26(2), in order to be declared the Series Winner in any category, a rider must start the Provincial Race in that category. For Road Racing the Provincial Race is not included in the Sask Cup series therefore the winner is not required to participate in the Provincial Road Race.
(2) An Elite rider who does not start the Provincial
Race for any of the following reasons:
(a) The rider was selected to a National Team project; or
(b) The rider was competing in a Canada Cup race, World Cup race, or National
Championship race is eligible to be declared the Series Winner, provided always
that a rider mentioned in Subrule 26(2)(a) or Subrule 26(2)(b) submits a written
application for exemption to the SCA High Performance Committee at least thirty
(30) days in advance of the Provincial Race.
PART VIII INTERCLUB POINTS SERIES
Interclub Points Series Standings
27. Interclub Points Series Standings is calculated based on points awarded to SCA Affiliated Cycling Clubs in accordance with this PART.
Rider Awarded Points for Designated Club
28. Every rider completing a race in any Sask Cup Series earns Interclub Points on behalf of the Cycling Club designated on the rider’s Saskatchewan Race License.
Calculation of Interclub Points
29 (1) A rider is awarded Interclub Points for the
rider’s Designated Club as follows:
(a) in a Road Race: 1st -15; 2-14; 3-13; 4-12; 5-11; 6-10; 7-9;
8-8; 9-7; 10-6; 11-5, 12-4, 13-3, 14-2, to end -1;
(b) in a Time Trial of 15 kilometres or less: 1st – 5; 2-4; 3-3;
4-2; to end-1;
(c) in a Time Trial of more than 15 kilometres: 1st – 10; 2-9; 3-8;
4-7; 5-6; 6-5; 7-4; 8-3; 9-2; to end-1;
(d) in a Mountain Bike Race: 1st–15; 2-14; 3-13; 4-12; 5-11; 6-10;
7-9; 8-8; 9-7; 10-6; 11-5; 12-4; 13-3; 12-2; to end-1; and
(e) in a Cyclo-Cross Race: 1st-10; 2-9; 3-8; 4-7; 5-6;
6-5; 7-4; 8-3; 9-2; to end-1.
(2) Every rider who completes a race is awarded a minimum of one (1) Interclub Point.
(3) In the event that less than five (5) riders compete in a category in a race, the Interclub Points awarded to a rider’s designated club are one half of the points set out in Subrule 29(1).
(4) For the purposes of Subrule 29(3), the number of riders competing in a category is determined by the total number of riders with Saskatchewan Race Licenses in the category for the race, excluding riders with a One-Day Saskatchewan Race License.
(5) In the event that a rider:
(a) receives a pack time in any race; or
(b) receives the same time and the same placing
as one or more riders
The Interclub Points awarded to the rider’s designated club are determined in accordance with the provisions for the calculation of Cup Series Points in Rule 19 and Rule 20 of PART V.
Interclub Points Series Winner
30 (1) A series winner shall be declared for the Interclub Points Series.
(2) The Series Winner shall be the Cycling Club with the highest total cumulative Interclub Points for all of the Sask Cup Series.
(3) For the purposes of Subrule 30(2), all of the Sask Cup Series means the Sask Cup Road Race Series and the Sask Cup Mountain Bike Series in a calendar year as well as the Sask Cup Cyclo-Cross Series from the previous calendar year.
